The USAID Bureau for Policy, Planning and Learning (PPL) is responsible for leading the Agency's policy planning efforts, shaping overall strategic and program planning, ensuring the Agency's effectiveness as a learning organization, and overseeing donor engagement. PPL's Office of Learning, Evaluation and Research (PPL/LER) supports the Agency's transformation into a learning organization that captures, disseminates and makes better use of evidence and knowledge gained from through performance monitoring, evaluation and other sources for what does and does not work in development, and uses evidence to guide program and policy decisions.    The Performance Monitoring and Information Systems Advisor (Advisor) will provide project management and monitoring and evaluation services to USAID’s Bureau of Policy, Planning, and Learning (PPL). The Advisor will work within USAID’s Policy, Planning and Learning (PPL) Bureau’s Office of Learning, Evaluation and Research (LER) to support USAID in institutionalizing performance monitoring practices and policy as part of Agency enterprise systems, such as the Development Innovation Solution (DIS), in alignment with USAID’s Program Cycle. In doing so the Advisor will work with PPL’s other offices to promote inter-office collaboration. The Advisor will also work in partnership with other USAID Bureaus and offices such as the Management Bureau’s Chief Information Office (M/CIO) and USAID field missions and other Agencies such as the Department of State, as needed.   The Advisor will provide advice and expertise in information system development and management, as well as expertise in performance monitoring of international development programs to ensure that systems are meeting the Agency performance management needs and strengthening its ability to manage, analyze and learn from monitoring data.

The Policy Analyst is a core technical position on the Analytics Team, located in the Policy Office (P) of USAID’s Bureau for Policy, Planning, and Learning (PPL).  The PPL/P Analytics Team manages the Country Roadmaps, USAID's flagship analytical tool for assessing country development progress at the highest level, and associated analytical tools and support services.  The team also manages USAID/PPL’s emerging COVID analytics, People’s Republic of China analytics, and strategic foresight analytical workstreams.  The team supports the alignment of strategies and programs towards better-supporting countries’ development progress, including development of key technical resources, targeted analytical support to USAID Missions, and collaboration across the Agency-wide analytical community’s efforts to advance data-driven decision making.  The Policy Analyst plays a key role in the implementation of the team’s objectives, helping ensure that the team’s quantitative analyses are applied cohesively, consistently, and clearly Agency-wide, with a specific focus on the USAID Policy and Program Cycle decision-making processes.     This position will report to the Analytics Team Lead, with guidance and oversight from the team’s Senior Policy Analyst.  You will be expected to work closely with other PPL Analytics Team members, PPL/P colleagues, other offices across PPL, other Agency bureaus, missions, senior leadership, interagency counterparts, think tanks and other civil society organizations, and other stakeholders to advance USAID and USG development policy priorities.  In the course of your work, you will be expected to ensure a rigorous, objective, and transparent approach to PPL analyses.  You will seek inputs from relevant leading experts, leverage existing expertise and data within the Agency, and translate findings into implications for the practice of development assistance planning and programming.
