Overview

The Monitoring, Evaluation, Research, and Learning Specialist position is located in PPL’s Office of Strategic and Program Planning. You will contribute to design, manage, and oversee implementation of the MEL strategy for the Innovative Design (iDesign) Team’s theory of change as well as other cross-team or cross-bureau learning priorities within PPL. This will involve data analysis, ongoing indicator monitoring, visualization, validation, and production of reporting products and materials required by the Office or Team.

 

You will work directly with implementing partners, where appropriate, under the direction of the Team Leader and in coordination with A/CORs, to develop, prioritize, and address learning agenda questions and ensure the alignment of agency or office-level learning priorities with the iDesign internal learning agenda and theory of change. You will also work with the iDesign team / office leadership to establish, monitor, and reflect on short and long-term goals for the team and office, and develop detailed work plans, and execute on them.

 

Eligible for telework 3-8 days per pay period.

Responsibilities

  • Oversee and manage the iDesign learning agenda. This includes collecting data, evidence, and research from multiple sources to maintain the TOC iDesign evidence map, drafting necessary scopes of work to address prioritized learning questions, and facilitating learning within the team to ensure alignment of iDesign activities with identified learning priorities. 
  • Conduct periodic analysis of trends and patterns emerging from the team's advising, training, and institutional engagement to inform strategy and decision-making. This will include both qualitative and quantitative data.
  • Develop, oversee, and maintain the iDesign indicator tracking system for the team’s activities contributing to the theory of change. Maintain regular and ongoing analysis, reflection, and testing of the theory of change data, assumptions, and operating context. 
  • Contribute to development of Advanced Innovation and Leadership Training long-term evaluation plan and pilot assessment planning. Including aligning evaluation plan components with iDesign theory of change and learning agenda. 
  • Assist technical staff in the preparation of various program documents and correspondence by collecting and compiling data for use in regular and ad hoc reporting such as: memos and waivers, amendments, project authorization documents, Congressional Notifications, Technical Notifications, requests, etc.
  • Researches, plans, analyzes, and organizes technical and/or statistical information and develops data for use in briefings, publications, and reports.
  • Conducts post-activity evaluations and assessments based on the team's principles of innovative design.
  • Update and maintain the team’s Google Drive file management.
  • Update and maintain team calendar, including scheduling and note-taking during weekly team meetings.
  • Respond to Agency data calls, taskers, and various other Monitoring and Evaluation actions.
  • Prepares program communications such as cables, memoranda, and letters that seek approval or request information relative to program matters. Designs, implements, and reports on monitoring of distribution communications where appropriate.
  • Collects and makes arrangements for distribution of material to the USAID missions, USAID/W offices, host country institutions, and cooperating agencies. Designs, implements, and reports on monitoring of distribution materials where appropriate.
  • Proactively and creatively oversee compliance with regulatory and administrative procedures, including results frameworks and data calls, as needed.
  • Participates in country team activities as needed.
  • Provides short term backstopping support as requested for Technical staff. 
  • Other duties as assigned.

Qualifications

  • U.S. Citizenship.
  • Active Secret clearance required.
  • Master’s degree with five (5) years work experience, or Bachelors degree with ten (10) years work experience.
  • Strong oral and written communications skills.
