We are looking for two (2) full-time Learning and Evaluation Advisors to support USAID’s Bureau for Policy, Planning and Learning (PPL), Office of Learning, Evaluation and Research (PPL/LER). PPL/LER is a dynamic, fast-paced office that works to help USAID use knowledge and evidence from monitoring, evaluation and other sources to innovate, learn, improve, adapt and better achieve development outcomes. In this position, you will support PPL/LER to build Agency capacity in carrying out USAID’s integrated Program Cycle and meet the requirements of the Foundations for Evidence-Based Policymaking Act of 2018 and the Foreign Aid Transparency and Accountability Act of 2016. You will champion organizational learning, knowledge management, organizational development, strategic collaboration and adaptive management in USAID Washington and in Missions worldwide, among implementing partners, and with other key stakeholders.

One position is remote eligible and the other is eligible for telework 3-8 days per pay period.

• Supporting monitoring, evaluation, research and learning activities to generate, synthesize, disseminate and use evidence as part of USAID’s Program Cycle and/or the Agency Learning Agenda.
• Supporting implementation of USAID’s Program Cycle policy and/or Agency Learning Agenda.
• Assisting USAID to meet the requirements in accordance with Title 1 of the Foundations for Evidence Based Policymaking Act (Evidence Act) of 2018.
• Supporting Bureaus, Missions, and other Agency stakeholders to identify learning priorities, design learning agendas, facilitate learning events, and develop MEL plans and activities to generate or synthesize operating unit or agency knowledge and evidence. 
• Facilitating processes to support the development of strategies; theories of change and logic models for Agency, country or bureau strategies and programs; OU learning (portfolio reviews, mid-course stocktaking); and to inform adaptivement management, design, and other decision-making.
• Coordinating the development of tools and other materials on learning, evaluation, and performance monitoring topics, based on USAID’s needs and best practices.

• U.S. Citizenship.
• Active Secret clearance required.
• Masters degree with five (5) years work experience, or Bachelors degree with ten (10) years work experience.
• Strong oral and written communications skills.
