We are seeking a full-time remote Program Manager to support our General Services Agency Contract Team. This role will be responsible for supporting and developing the agency’s data analytics and analysis capabilities using Oracle, SAP Business Objects, RedHat, or AWS to deliver cloud-based analytics services using R, Drupal, Tableau, and Alfresco. This work will support government wide data analytics shared services to support analysis reporting, evaluation, and decision-making across multiple domains.

GSA IT supports GSA organizations and customers through developing, deploying, and maintaining best value, innovative, effective, accurate, and timely IT solutions through collaborative relationships between national and regional offices, and data and information made available to internal and external stakeholders.


  • Act as primary point-of-contact and provide overall direction of program activities, including organizing, directing, and managing all aspects of contract operational support functions involving multiple complex and inter-related project tasks that often require managing teams of contractor personnel at multiple locations.
  • Manage team of professionals supporting data governance, strategy, and analytics initiatives supporting multiple data warehouses, lakes, marts, and other structures.
  • Establish and maintain technical and financial reports to show progress of projects to management and customers, organize and assign responsibilities to subordinates, oversee the successful completion of all assigned tasks, and assume the initiative and provide support to marketing personnel in identifying and acquiring potential business.
  • Develop, implement, and monitory program performance, work standards, policy guidelines, procedures, and deliverables.
  • Select, train, supervise, and evaluate the performance of project staff.
  • Oversee administration of program budget components, make financial projections, and negotiate contracts.


  • Public Trust eligibility.
  • Bachelors or Masters degree in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline.
  • Must have twelve (12) years of IT experience, including at least eight (8) years of direct supervision of IT software development, integration, maintenance projects, and/or telecommunications systems.
  • Experience managing CMMI Level III or ISO 9001 compliant projects.
  • Ability to lead projects that involve the successful management of teams composed of data processing professionals who have been involved in analysis, design, integration, testing, documenting, converting, extending, and implementing automated information systems.
  • Skilled in written and oral communication at all levels of management.
  • Experience with data analysis or supporting data environments such as Oracle, SAP, or modern cloud-based architectures preferred.
  • GSA IT domain or Federal Data Strategy expertise and experience is preferred.
