The USAID Bureau for Policy, Planning and Learning (PPL) is responsible for leading the Agency's policy planning efforts, shaping overall strategic and program planning, ensuring the Agency's effectiveness as a learning organization, and overseeing donor engagement. PPL's Office of Learning, Evaluation and Research (PPL/LER) supports the Agency's transformation into a learning organization that captures, disseminates and makes better use of evidence and knowledge gained through performance monitoring, evaluation and other sources for what does and does not work in development, and uses evidence to guide program and policy decisions. 


The Performance Monitoring and Information Systems Advisor (Advisor) will work within USAID’s Policy, Planning and Learning (PPL) Bureau’s Office of Learning, Evaluation and Research (LER) to support the development and adoption of USAID enterprise systems, such as the Development Information Solution (DIS).  In doing so, the Advisor will work with key stakeholders across PPL’s other offices and partner with other USAID Bureaus and offices, such as the Management Bureau’s Chief Information Office (M/CIO), USAID field missions, and other Agencies, such as the Department of State.


  • Engage with system owner, business owners, and users to understand and document the underlying requirements, business processes, workflows, and design.
  • Collaborate with subject matter experts and users to capture requirements and reconcile with USAID Program Cycle policies and practices.
  • Review user stories, provide feedback on product development, and help with determining the priority and sequencing of key functions.
  • Participate in product demos, support testing, and assess functional readiness.
  • Advise PPL leadership and provide recommendations on actions related to enterprise systems, performance management, and reporting.
  • Engage the user community to capture input, lessons learned, and best practices.
  • Work with system owner, users and subject matter experts to identify challenges, curate resources, and develop guidance and training that will improve adoption.
  • Provide technical assistance to the USAID Bureaus and field missions, as needed, on system functions, including performance management and reporting.


  • U.S. Citizenship required.
  • Ability to obtain and maintain a Secret clearance.
  • Mid-level program Analyst requires Master’s degree in relevant field with 5 years of work experience or Bachelor’s degree with 10 years of work experience.
  • Strong analytical skills demonstrated.
  • Strong writing skills and the ability to communicate complex programming concepts into clear, concise written documents and oral presentations required.
