Overview

Highlight Technologies is seeking a Program Analyst to support USAID’s Bureau for Policy, Planning and Learning (PPL) engagement on Diversity, Equity, Inclusion and Accessibility. PPL collaborates across the Agency to elevate USAID thought leadership, shape U.S. Government and international development policy and practice, and challenge ourselves, the Agency and our partners to reach better development outcomes. PPL consists of the Office of the Assistant to the Administrator (AtA/PPL) and five line offices (Policy; Development Cooperation; Strategic & Program Planning; Learning, Evaluation & Research; and Program). Possessing diverse backgrounds, PPL staff includes nearly 200 professionals including Civil and Foreign Service, Administratively Determined employees, Foreign Service Limited staff, and Personal Services and Institutional Support Contractors.  

 

The incumbent will serve as a Program Analyst for Diversity, Equity, Inclusion and Accessibility with a primary focus on incorporating DEIA principles into the Program Cycle. The Program Office provides cross-cutting support to PPL offices to support  program planning and implementation, and provides management and operational support to PPL leadership on a range of issues affecting organizational health and development.  The position will advise the DEIA Team, PPL Offices, in particular the Office of Learning, Evaluation and Research and the Office of Strategic and Program Planning, in guiding USAID Missions and other operating units to address disparities in development outcomes, as well as how to incorporate issues of access and equity based on racial and ethnic identity in USAID partner country program cycle deliverables.  The DEIA team is currently staffed by 4 people, each contributing approximated 20% LOE to Bureau DEIA efforts.  The incumbent will also engage with PPL’s Office of Policy and Development Cooperation to facilitate guidance on how to integrate DEIA principles into USAID internal policies and ensure that USAID’s strategic engagement with the donor community advances the principles of equity codified in Executive Orders 14035 and 13985.

 

In parallel, the incumbent will support PPL efforts through the Program Office to incorporate DEIA principles into workforce planning, hiring, recruitment and staff development matters in PPL, drawing on best practices across USAID, the federal government and private sector. 

Responsibilities

  • Serve as a subject matter expert on Diversity, Equity, and Inclusion and Accessibility (DEIA) as it relates to the USAID Program Cycle;
  • Develop a system of monitoring and tracking DEIA efforts across all PPL offices and work streams;
  • Support relationship building and  routine communication with interagency and intra-agency colleagues on issues related to DEIA, as well as racial and ethnic equity;
  • Develop a regular communication PPL leadership on the status of various DEIA activities and efforts.  Report regularly on the effectiveness of specific programs;
  • Support the PPLsenior leadership serving on the Agency Equity Team, working groups and other intra- and inter-agency efforts on DEIA policies and directives;
  • Stay abreast of new DEIA Executive orders or guidance coming from both within the Agency and the broader administration.
  • Liaise with members of the Agency Equity Team, the Office of Civil Rights and Diversity, and other stakeholders on issues pertaining to advancing the items on PPL’s Equity Action Plan;
  • Support PPL leadership and staff on the overall goals, policies, procedures, and objectives related to the administration of Federal DEIA initiatives and Executive Orders;
  • Do the research necessary to provide effective guidance on making DEIA principles explicit in USAID strategy and program planning;
  • Provide technical guidance and management support to the PPL DEIA Committee, as part of the Secretariat, helping to ensure that the strategy and work plans align with the Agency Diversity, Equity, and Inclusion Plan as they pertain to the program cycle;
  • Collect and respond to requests for information; and
  • Other duties as assigned.

Qualifications

  • U.S. Citizenship.
  • Ability to secure a DoD Secret-level security clearance.
  • Master’s degree with five years work experience, or bachelor’s degree with ten years work experience.
  • Strong oral and written communications skills.
  • Experience with drafting and editing a wide variety of written products, including briefing memos, talking points, strategy papers, etc.
  • Demonstrated skills in strategic thinking and qualitative analysis.
  • Highly motivated with an acute attention to detail and the ability to multitask and prioritize competing demands.
  • Ability to work independently to deliver high-quality work products.
  • In-country experience with development programs and familiarity with USAID overseas operations preferred.
