Highlight Technologies is seeking a Program Analyst to support USAID’s Bureau for Policy, Planning and Learning (PPL) engagement on Diversity, Equity, Inclusion and Accessibility. PPL collaborates across the Agency to elevate USAID thought leadership, shape U.S. Government and international development policy and practice, and challenge ourselves, the Agency and our partners to reach better development outcomes. PPL consists of the Office of the Assistant to the Administrator (AtA/PPL) and five line offices (Policy; Development Cooperation; Strategic & Program Planning; Learning, Evaluation & Research; and Program). Possessing diverse backgrounds, PPL staff includes nearly 200 professionals including Civil and Foreign Service, Administratively Determined employees, Foreign Service Limited staff, and Personal Services and Institutional Support Contractors.
The incumbent will serve as a Program Analyst for Diversity, Equity, Inclusion and Accessibility with a primary focus on incorporating DEIA principles into the Program Cycle. The Program Office provides cross-cutting support to PPL offices to support program planning and implementation, and provides management and operational support to PPL leadership on a range of issues affecting organizational health and development. The position will advise the DEIA Team, PPL Offices, in particular the Office of Learning, Evaluation and Research and the Office of Strategic and Program Planning, in guiding USAID Missions and other operating units to address disparities in development outcomes, as well as how to incorporate issues of access and equity based on racial and ethnic identity in USAID partner country program cycle deliverables. The DEIA team is currently staffed by 4 people, each contributing approximated 20% LOE to Bureau DEIA efforts. The incumbent will also engage with PPL’s Office of Policy and Development Cooperation to facilitate guidance on how to integrate DEIA principles into USAID internal policies and ensure that USAID’s strategic engagement with the donor community advances the principles of equity codified in Executive Orders 14035 and 13985.
In parallel, the incumbent will support PPL efforts through the Program Office to incorporate DEIA principles into workforce planning, hiring, recruitment and staff development matters in PPL, drawing on best practices across USAID, the federal government and private sector.
