Highlight Technologies is seeking a Program Assistant to support USAID’s Bureau for Policy, Planning and Learning (PPL), which develops policies and strategies that guide and help USAID achieve their worldwide mission to end extreme poverty and help develop democratic societies


You will be responsible for serving as the Program Assistant for the Communications Team, which is currently housed in PPL’s Office of the Assistant to the Administrator, that promotes consistent and effective messaging on Agency and Administration priorities. The Team is PPL's focal point for public affairs and communications support, working across USAID, USG agencies, and implementing partners. It provides assistance for PPL events and announcements, manages the PPL web and social media platforms, and coordinates with the USAID's Legislative and Public Affairs Bureau and other relevant Agency organizations.


  • Reviews, tasks, and tracks a variety of public affairs and communications documents, which are received from USAID Bureaus and Independent Offices (B/IO) as well as from within the interagency.
  • Manages a shared, well-organized electronic filing system, including document tracking, records library, and other electronic files as needed. Keeps filings up-to-date and regularly assesses organization and usability; makes recommendations for changes or improvements as needed.
  • Performs public affairs and communication with internal and external, stakeholders both orally and in writing.
  • Drafts correspondence, recommendations, reports, and memoranda related to outreach and communications, as assigned.
  • Supports efforts to coordinate PPL responses to requests from the PPL Front Office and other Bureaus related to communications and outreach. Ensures all briefers are complete, properly cleared, error-free, and submitted in a timely fashion.
  • Maintain up-to-date content on PPL’s external and internal websites in collaboration with Bureau communications staff. 
    • Tracking content to ensure timely posting on the public website
    • Adding relevant bureau information and announcements to myusaid.gov
    • Analyzing usage of bureau outreach tools to ensure reachability
  • Update, edit and increase accessibility of current Bureau information documents, including but not limited to fact sheets, correspondence, congressional material (hearing transcripts, follow-up questions) and reports. 
  • Drafts and edits fact sheets, presentations, and other documents for distribution to USAID, Interagency, and public audiences.
  • Supports the planning and execution of PPL sponsored meetings, briefings and summits. Preparation for meetings includes scheduling and organizing Bureau briefings and information sessions. Attends and reports on the events as necessary.


  • U.S. Citizenship.
  • Current DoD Secret clearance.
  • Bachelor’s degree.
  • 2 or more years of experience working in a related position.
  • International relations background.
  • USAID experience preferred.
  • Excellent written and oral communications skills. 
  • Relationship management experience and ability to work under short-term deadlines.
