Overview

Come join our team as a Records Manager to support the Health Resources and Services Administration (HRSA)! You will work with the Agency Records Officer in leading and managing the HRSA Records Management program including technical and administrative support activities pertaining to the implementation of a comprehensive records and information management program. You will provide management of HRSA information throughout its life cycle, from the time of creation or inscription to its eventual disposition according to NARA guidelines.

Responsibilities

Records Management:

  • Provide support in developing policies, procedures, and objectives in meeting the goals of the HRSA Records Management Program.
  • Provide strategic planning support in meeting mandated federal and agency goals.
  • Participate in and provide expertise to the Enterprise Project Lifecycle meetings.
  • Support planning and scheduling of electronic records system implementation.
  • Provide user support for the use and maintenance of the electronic records system; including the creation and implementation of standardized shared drive file naming conventions.
  • Act as ARCIS and ERA administrators to manage the movement of records and perform disposition actions.
  • Facilitate coordination and implementation of Email Management and Retention Policy.
  • Provide support in the creation and maintenance of File Plans and Records Schedules; compliant with all federal and agency laws and regulations.
  • Perform periodic site visits to Bureaus and Offices and report the status of records management compliance and file series usage.
  • Provide annual review of the Records Management Program and recommendations on business practices.
  • Provide comprehensive analysis of and support the reduction of FRC holdings.

Support of HRSA Programs:

  • Provide data warehousing, research, and records retention support to the FOIA program.
  • Provide research and records retention support for OGC Litigation requirements.
  • Provide annual review and records management input for the HRSA COOP plan.
  • Develop process and procedures to for Records Management application.

Training:

  • Create and update existing scripts for use in multimedia training.
  • Proctor and continually update training materials for the following HRSA records management training:
    • Provide introduction to the Electronic Records System and Procedures Manual training
    • Provide Vital Records training
    • Provide Electronic Records Management training
    • Provide Senior Official Records training
    • Provide new employee Records Management training
    • Perform retirement of records
    • Perform National Archives Electronic transfer procedures
    • Scheduling electronic systems with the National Archives
  • Develop and provide ad hoc supplemental training for groups and individuals.

Other Support:

  • Perform market research, and report on trends and best business practices in records management.
  • Create and distribute quarterly Records Management newsletter.
  • Provide administrative support to the HRSA SharePoint site.
  • Monitor the use of and provide recommendations for the SharePoint site to maximize usability.
  • Support the transportation of records from/to the Washington National Records Center to agency sites within the National Capital Region.
  • Assist Bureau and Offices in the preparation of records transfer documents.

Highlight Program Management:

Ideally, the monthly status report includes such items as:

  • Monthly tasks accomplished.
  • Problems encountered and corrective actions taken.
  • Current contract costs and expenditures with a remaining total of contract fund availability.
  • Projected contract activities, costs, and recommendations. 

Qualifications

  • Must be Public Trust eligible.
  • Bachelors degree in archives and records management or similar field preferred.
  • Minimum 5 years of experience in Records Management.
  • Must have federal experience.
  • Knowledge of General Records Schedule.
  • Must have NARA experience.
