Highlight is seeking a detail-oriented Program Assistant to provide high-level administrative support to USAID’s Bureau for Policy, Planning and Learning (PPL) Office of Learning, Evaluation, and Research (LER). This fast paced office supports the Agency's transformation into a learning organization that captures and disseminates knowledge gained from experience, builds Agency staff capacity to generate information and evidence through monitoring and evaluation for what does and does not work in development and to use evidence to guide program and policy decisions.


You will be responsible for assisting with daily tasks; drafting memos and other written communications, organizing and coordinating both internal and external meetings, supporting USAID Directors, as well as other activities.



  • Research, analysis, and writing of short reports on topics relating to existing or planned programs.
  • Perform outreach and communication with internal and external stakeholders both orally and in writing.
  • Provide logistical support for meetings and events.
  • Perform and monitor administrative management requirements with the Program Manager’s review. Apply administrative policies, maintain various systems such as payroll time and attendance records, and handles travel or other staff requirements
  • Offer guidance on travel authorization processes including clearances, country travel concurrences, and voucher preparations. Provide management and advice on travel procedures for PPL staff.
  • Draft correspondence, recommendations, reports, and memoranda related to management and administrative programs and issues. Provide advice and guidance to managers and employees on questions and situations related to the administrative services provided.
  • Perform note taking, drafting and circulation of meeting minutes.
  • Manage a shared organized electronic filing system.
  • Coordinate PPL responses to requests from the PPL front office and other Bureaus. Ensure all briefers are complete and submitted in a timely fashion.
  • Support staff in communications with persons and groups from both within and outside USAID in written correspondence to support the goals of PPL.


  • U.S. Citizenship required.
  • Bachelor’s degree.
  • 2 or more years of experience working in a related position.
  • Ability to obtain and maintain a Secret level clearance.
