Overview

This is a full-time position with Highlight Technologies to support USAID’s Bureau for Policy, Planning and Learning (PPL), Office of Development Cooperation (PPL/DC). PPL/DC is a dynamic, fast-paced office that works to coordinate and strengthen USAID engagement and partnership with international partners, including bilateral donors and multilateral and philanthropic organizations.

 

In this position, you will be responsible for supporting USAID efforts to advance the global development priorities of the U.S. Government on the international stage. You will analyze and track development policy issues, develop and implement strategic approaches to advancing USAID policy priorities, build and strengthen relationships with international partners, provide guidance to Agency leadership, participate in high-level meetings, and support other emerging priorities as required.

 

The Program Analyst will be part of PPL/DC’s Bilateral Engagement Team and will perform a range of mid-level technical duties in order to effectively support the Agency in achieving its donor coordination objectives.

Responsibilities

  • Draft concise briefing papers, talking points, memoranda, and other materials for Agency leadership, often under tight deadlines.
  • Prepare Agency leadership for participation in meetings with bilateral donors and philanthropic organizations.
  • Build relationships and maintain routine communication with interagency and intra-agency colleagues on issues related to diplomatic engagement and donor coordination.
  • Build and strengthen Agency relationships with international partners, including bilateral donor donors and philanthropic organizations.
  • Gather information and analyze donor partner policies, programs, and activities in order to proactively identify opportunities for cooperation on shared priorities.
  • Develop tools and resources to support USAID operating units’ efforts to strengthen donor coordination activities, build long-term partnerships, and increase the efficiency and effectiveness of the Agency’s work.
  • Collect and respond to requests for information.

Qualifications

  • U.S. Citizenship.
  • Current Secret clearance.
  • Master’s degree with five (5) years work experience, or bachelor’s degree with ten (10) years work experience.
  • Background in international development, philanthropy, or foreign affairs.
  • Strong oral and written communications skills.
  • Experienced with drafting and editing a wide variety of written products, including briefing memos, talking points, strategy papers, etc.
  • Demonstrated skills in strategic thinking and qualitative analysis. 
  • Highly motivated with an acute attention to detail and the ability to multitask and prioritize competing demands.
  • Ability to work independently to deliver high-quality work products.
  • Experience working with bilateral donors and/or philanthropic organizations preferred.
