PPL is the technical and operational home for the Agency’s 350+ Foreign Service Program Officer (BS 02) Backstop. Program Officers (POs) serve in 40+ USAID Missions around the world and lead the Agency on strategic planning, project design, monitoring and evaluation, and resource management. As a Program Analyst on the BS 02 Team, you will provide support for the recruitment, assignments, training and career management of BS-02 Program Officers to strengthen their leadership role in advancing USAID’s mission in the field.


You will liaise with PPL/PO’s Administrative Management Services team, PPL offices (Policy; Strategic and Program Planning; Learning, Evaluation and Research; Program; and Development Cooperation), the Agency’s Human Capital and Talent Management (HCTM) office, and other bureaus throughout the Agency as necessary to support these efforts. Overall, you will serve as an advocate for POs by working to institutionalize their professional development, strengthen PO competencies, and advance the critical role of Program Officers in the Agency.


A successful candidate will be extremely organized and detail oriented and have experience in program logistics, event planning, training development, and communications.


  • Maintaining a BS 02 database to assist in workforce planning;
  • Carrying out critical communications and outreach, program planning;,
  • Supporting the BS 02 Field Advisory Council, including its conference/event planning and professional/career development workstreams
  • Advising on the training and mentoring of POs, Organizing regional/global conferences and workshops, as
  • Administrative tasks such as scheduling meetings, presentation development and note taking.


  • Secret Clearance.
  • Mid-level Program Analyst requires Master’s degree in relevant field OR Bachelor’s degree with 5-10 years of work experience.
  • Experience working on issues of foreign policy and development; or other relevant areas as required.
  • Experience in developing training curriculum and materials, as well as facilitation skills preferred.
  • Experience with human resources, workforce planning, and/or professional development preferred.
  • Event planning and logistics experience preferred.
  • Familiarity with USAID and the work of Foreign Service Officers/Program Officers, such as strategic planning, project design, and monitoring and evaluation preferred.
  • Strong analytical skills demonstrated.
  • Strong writing skills and the ability to communicate complex programming concepts into clear, concise written documents and oral presentations required.
  • Ability to work effectively both individually and as a member of a team.
  • Must be able to plan, organize, and use time effectively.
  • Ability to handle multiple tasks simultaneously and work within tight deadlines.
