Overview

Highlight is seeking a Program Analyst to support the Small Business Administration (SBA) Office of Capital Access (OCA), whose mission is to help make capital available through banks and other lending partners to small businesses. You will perform a variety of support services to include project coordination, evaluations and analyses necessary to support assessing the effectiveness of SBA capital access programs. This position will support OCA program offices responsible for ongoing capital access programs and oversight activities.

 

You will identify and develop information required for use in the management of OCA programs, including analyzing program requirements, developing reporting, gathering data, performing cost-benefit analysis and documenting systems requirements. You will be responsible for developing conclusions, presentations, and white papers and make recommendations that affect long-range planning and performance. You will analyze and evaluate quantitative and qualitative information and data to maximize the effectiveness of programs.

 

This a remote/telework opportunity.

Responsibilities

  • Identify, compile and analyze key data through a variety of planning and evaluation tools.
  • Develop measurements of productivity and effectiveness through compiling matrix data and maintaining dashboards for various OCA projects.
  • Assist in conducting financial reporting for various OCA lending and lender oversight programs.
  • Perform management analysis to determine compliance with organizational procedures, sound management practices, and effective utilization of staff.
  • Coordinate and track multiple actions required to execute assigned projects.
  • Prepare and make presentations.
  • Develop work papers and reports.

Qualifications

  • Public Trust eligibility.
  • Bachelor’s degree or higher in Business Administration or other related field from an accredited institution.
  • At least four (4) years of specialized experience which has equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position as outlined above. For this position, “specialized experience” includes the above-stated GS-11 level equivalent capabilities as well as:
    • Knowledge of principles, practices and functions related to capital access for American small businesses.
    • Expertise in supporting budgeting and capital planning.
    • Experience in developing operating policies, procedures and guidelines.
    • Demonstrated initiative in devising new plans for improving business processes and program operations.
    • Ability to independently develop comprehensive reports, studies, plans and presentations.
  • PMP or similar certification preferred.
  • Proficiency with MS Office tools (Word, PowerPoint, Excel).
  • Strong oral and written communication skills.
  • Accomplished in cost benefit, payback, ROI and other financial reporting.
  • Dashboard creation and reporting.
  • Data management experience.
  • Prior PM work.
  • EXCELLENT communication, written skills.
  • Experience engaging with multiple stakeholders.
  • Lending experience (needs to understand the terminology)/SBA experience a huge plus.
  • Excellent customer service skills.
