Highlight is seeking a detail-oriented Program Assistant to fulfill responsibilities as the institutional home for providing support and coordination to Contracting and Agreement Officers' Representatives (CORs/AORs), for follow-up on program performance audits, for leading the Agency's program management improvement functions, and supporting the Agency's Enterprise Risk Management efforts. You will also support the Agency's efforts in response to the Program Management Improvement Accountability Act (PMIAA) and the role of the Program Management Improvement Officer (PMIO).


You will support PPL by providing administrative and technical support to the Deputy Assistant to the Administrator (DAA/PPL). You will be responsible for a range of tasks including technical and administrative assistance, research, analysis and operational/logistical support to the PPL Front office. You will also provide support to the Senior Advisor/Performance in the Bureau's Front Office.


  • Day-to-day support of DAA/PPL including task management, preparation and facilitation of meetings, and consultation with senior staff.
  • Serve on the PPL Taskers Team; monitoring and coordinating taskers, briefers and correspondence for PPL/FO clearance.
  • Research, analysis and writing of short reports on topics relating to existing or planned programs.
  • Perform outreach and communication with internal and external stakeholders both orally and in writing.
  • Provide logistical support for meetings and events.
  • Performs and monitors administrative management requirements with the Program Manager's review.
  • Applies administrative policies, maintains various systems such as payroll time and attendance records, and handles travel or other staff requirements.
  • Offers guidance on travel authorization processes including clearances, country travel concurrences, and voucher preparations.
  • Provides management and advice on travel procedures for PPL staff.
  • Drafts correspondence, recommendations, reports, and memoranda related to management and administrative programs and issues.
  • Provides advice and guidance to managers and employees on questions and situations related to the administrative services provided.
  • Ensures all briefers are complete and submitted in a timely fashion. Supports staff in communications with persons and groups from both within and outside USAID in written correspondence to support the goals of PPL.
  • Coordinate with other USAID bureaus when tasks require a collaborative response.
  • Communicate, coordinate, and perform outreach with various external stakeholders.
  • Draft meeting notes, correspondence, recommendations, reports, and memoranda.
  • Manage shared organized electronic filing and tracking systems.
  • Support audit follow up and coordination activities.
  • Provide substantive input in the drafting of briefing materials for senior PPL members.


  • U.S. Citizenship required.
  • Current DOD Secret clearance required.
  • Bachelor's degree required.
  • 2+ years of experience working in a related position.
  • Strong writing skills and the ability to communicate complex programming concepts into clear, concise written documents.
  • Ability to work effectively both individually and as a member of a team.
  • Must be able to plan, organize, and use time effectively.
  • Ability to work under short-term deadlines.
