This is a full-time position with Highlight Technologies to support USAID’s Bureau for Policy, Planning and Learning (PPL), which develops policies and strategies that guide and help USAID achieve their worldwide mission to end extreme poverty and help develop democratic societies. 


You will be responsible for assisting various offices with Administrative and Management Services (AMS). Daily tasks include: drafting memos and other written communications, coordinating travel for team members, supporting recruiting and budget efforts for the various offices within PPL, as well as other activities.


  • Manage recruitment, training, staffing and support for various offices within PPL.
  • Offer guidance on travel authorization processes including clearances, country travel concurrences, and voucher preparations, as needed.
  • Provide management and advice on travel procedures for PPL staff.
  • Provide administrative support for PPL staff; including purchasing & managing equipment & supplies, managing inventory, providing IT support, space planning, processing security clearances, and managing payroll.
  • Support efforts in determining legality and appropriate use of government funds.


  • U.S. Citizenship
  • Current Secret Clearance required.
  • Master’s degree in relevant field with 5 years of work experience or Bachelor’s degree with 10 years of work experience.
  • Strong writing skills and the ability to communicate complex programming concepts into clear, concise written documents.
