    Highlight is seeking a detail-oriented Program Analyst with strong interpersonal, coordination, and communication skills to support USAID’s Bureau for Policy, Planning and Learning / Office of Development Cooperation (PPL/DC). This is a dynamic, fast-paced office that oversees the Agency’s engagement with bilateral donor partners and multilateral organizations in order to promote policy alignment, advance the Agency’s thought leadership, enhance long-term partnerships and burden-sharing, and increase the efficiency and effectiveness of Agency programming. In addition, the PPL/DC Multilateral Affairs Team serves as a central point of contact and knowledge hub for Agency engagement with the multilateral system, as well as with specific international organizations.


    In this role, you will work as a member of the PPL/DC Multilateral Affairs Team to strengthen the Agency’s multilateral engagement with internal and external stakeholders. You will primarily contribute to and conduct in-depth analyses of multilateral performance and institutional effectiveness, both individually and in collaboration with the Team, and coordinate with points of contact across the Agency to collect and disseminate relevant information on international organizations with which the Agency collaborates. You will also develop briefing materials, and advise senior leadership on multilateral performance challenges and opportunities. You should have the ability to multitask and build relationships across a range of partners to achieve PPL/DC’s overall objectives.


    • Conduct capacity performance assessments of international organizations, including document review; stakeholder consultations; identification of Agency risks, opportunities, and recommendations; report writing; and out-briefings.
    • Track and analyze Agency and U.S. Government funding to international organizations.
    • Communicate with internal and external stakeholders on policy and organizational matters related to specific international organizations, both orally and in writing.
    • Develop and provide substantive input to briefing materials for senior leadership.
    • Draft policy papers, guidance documents, reports, summaries and other documents.
    • Research and analyze multilateral financing and performance trends to inform broader U.S. Government development strategy and policy.
    • Develop and implement internal systems to collect and track recommendations on future collaboration, performance information, and Agency feedback on international organization partners to inform policy positions.


    • U.S. Citizenship required.
    • Current DOD Secret clearance required.
    • Master’s degree in a relevant field with 5 years of work experience or Bachelor’s degree with 10 years of work experience.
    • Experience in the areas of foreign policy and development; organizational effectiveness; audit and risk assessments; or strategic planning.
    • Demonstrated experience using various research and evaluation methods.
    • Strong analytical and data analysis skills.
    • Demonstrated ability to manage complex processes involving different stakeholders.
    • Strong writing skills and the ability to communicate technical development and organizational concepts into clear, concise written documents and oral presentations.
    • Ability to work effectively for long periods independently, while also performing as a member of a team.
    • Must be able to plan, organize, and use time effectively.
    • Ability to handle multiple tasks simultaneously and consistently work within tight deadlines.
    • Knowledge of UN system agencies’ organization and operations.
