    Highlight is seeking a senior-level Project Manager at the Federal Communications Commission in Washington DC.  The candidate will lead a technical team responsible for supporting the Chief Information Officer (CIO) with a large scale IT integration effort

    Responsibilities

    • Possesses and applies a comprehensive knowledge across key tasks and high impact assignments.
    • Plans and leads major technology assignments.
    • Evaluates performance results and recommends major changes affecting short-term project growth and success.
    • Functions as a technical expert across multiple project assignments.  May supervise others.
    • Leads team on large projects or significant segment of large complex projects. 
    • Analyzes new and complex project related problems and creates innovative solutions involving finance, scheduling, technology, methodology, tools, and solution components.
    • Provides applications systems analysis and programming activities for a Government site, facility or multiple locations.
    • Prepares long and short-range plans for application selection, systems development, systems maintenance, and production activities and for necessary support resources.  Oversees all aspects of projects. 
    • Conducts IPTs across functional teams.

    Qualifications

    • 8+ years of IT project management experience in technology solution delivery; 5+ years of experience with Agile methodologies and project management.
    • Three year (3) of requirements analysis in a specialized IT area(s), e.g., Operations Analysis, T&E/IV&V, CM, QA, Technical Documentation, Information Security, Financial Management and Administration, Program Support
    • Experience in creating Project Charters, Project Schedules, Risk Registers and other PM artifacts.
    • Experience in communicating with stakeholders and stakeholder management.
    • Experience leading small to medium cross-functional teams and managing organizational-level projects.
    • Knowledge of Information Technology Infrastructure Library, (ITIL), change management and Service Level Agreement (SLA) development.
    • Experience in developing business cases for services and products.
    • Effective oral communication skills, effective presentation skills, effective listening skills, ability to resolve issues, effective written material, logical organization, readability and conciseness.
    • Expert knowledge in Project Management Institute (PMI) Project Management Professional (PMP) methodologies and working knowledge of Agile solution delivery methodologies.
