    Highlight is seeking a Project Design and Implementation Specialist to support USAID PPL in Washington, DC. You will support the advancement of the institutionalization of the Agency's project and activity design process with a particular focus on: (1) building USAID capacity to implement effective project and activity design and implementation including by disseminating knowledge and learning; and (2) researching and analyzing current practices and emerging approaches in project and activity design and implementation; and (3) developing recommendations to apply lessons learned to improve Agency-wide guidance and tools related to implementation of projects and activities.

    Responsibilities

    • Identify opportunities to improve Agency policy on project and activity design and implementation, and propose corresponding recommendations, using information collected from the field and USAID/Washington.
    • Support the organizational behavior change to encourage the adoption of new practices related to project and activity design, planning and implementation across the Agency.
    • Support integration of systems thinking into the Program Cycle by developing new methods and tools, and building staff capacity to apply them.
    • Work at the intersection of project and activity design and implementation, and program management improvement efforts, including coordinating on developing action plans for process improvement related to AOR/COR functions.
    • Conduct customized training, as requested, in Washington and the field for USAID staff members on the Program Cycle, particularly as it relates to Mission project and activity design and implementation priorities.
    • Conduct research, writing, briefings, and develop presentation material, individually and as part of a team, to support and implement the responsibilities listed above.

    Qualifications

    • U.S. Citizenship.
    • Current DOD Secret clearance required.
    • Master’s degree in a relevant field with 5 years of work experience or Bachelor’s degree with 10 years of work experience.
    • Strong research and analytical skills demonstrated.
    • Strong writing skills and the ability to communicate complex programming concepts into clear, concise written documents and oral presentations required.
    • Ability to work effectively both individually and as a member of a team.
    • Must be able to plan, organize, and use time effectively.
    • Ability to handle multiple tasks simultaneously and work within tight deadlines.

    Preferred Qualifications:

    • Experience with systems approaches, complex adaptive systems or systems dynamics, causal loop modelling, social network analysis and other systems methods and tools. Experience designing and applying systems approaches to international development challenges.
    • Knowledge of change management, particularly skills in organizational development, behavior, and learning.
    • Demonstrated skills and experience in facilitating change, and group decision-making processes in contexts where consensus needs to be built.
    • Experience implementing international development programs directly working with or as a Contracting Officer’s Representative and/or Agreement Officer Representative.
