Highlight is seeking a detail-oriented Program Analyst with strong interpersonal, coordination, and communication skills to support USAID’s Bureau for Policy, Planning and Learning / Office of Learning, Evaluation and Research (PPL/LER). This fast paced office supports the Agency's transformation into a learning organization that captures and disseminates knowledge gained from experience, builds Agency staff capacity to generate information and evidence through monitoring and evaluation for what does and does not work in development and to use evidence to guide program and policy decisions.

• Support data analysis and data quality processes for LER.
• Research, analyze, and draft items for Office Director, Deputy, or Team Leads as appropriate.
• Manage and develop content for LER to respond to information requests including congressional inquiries, GAO engagements, etc.
• Ensure consistency across office products and communications.
• Research and contribute to drafts of resources to be posted on ProgramNet and Learning Lab, get input as needed from LER staff, edit for clarity and format, track and meet deadlines.
• POC for LER communications and main counterpart to the PPL Communications team.
• Support communications campaigns on a variety of topics with internal and external stakeholders both orally and in writing.
• Anticipate and/or respond to requests related to communication needs and develop talking points and short briefs that can be used or pulled from for a variety of purposes/events.
• ADS POC for LER.
• Support knowledge management and institutional learning through management of PC Dashboard data.

• US Citizenship required.
• Current DOD Secret clearance required.
• Master’s degree in a relevant field with 5 years of work experience or Bachelor’s degree with 10 years of work experience.
• Experience working on issues of foreign policy and development; budgeting, strategic planning, or other relevant areas as required.
• Strong analytical skills.
• Can proofread and copy edit well.
• Is self-sufficient with minimal supervision. Can take initiative and is motivated to learn.
• Can take the lead on coordinating across multiple people/projects, has strong interpersonal skills.
• Has strong communication skills.
• Interested in federal regulations and USAID policy around Monitoring, Evaluation and Learning - interested in understanding how evidence is used in decision-making across the agency.
• Familiar with Google Drive.
